Nigerian international travelers, both inbound and outbound, will face an additional $11.5 security levy on their flight tickets starting December 1, 2025. This new tax is part of the Advance Passenger Information System (APIS) and will increase Nigeria’s security levy to $31.50 per flight ticket.
The Nigeria Civil Aviation Authority (NCAA) expects this levy to generate approximately $46 million annually. The APIS aims to enhance passenger tracking, strengthen border control, and provide airlines with a cost-recovery mechanism for system maintenance.
Key Details:
– _Levy Amount_: $11.5 per passenger
– _Effective Date_: December 1, 2025
– _Applicability_: All international flights to and from Nigeria
– _Exemptions_: Infants, diplomats, airline crew on duty, transit/transfer passengers within 24 hours, and involuntary re-routing due to technical issues or weather conditions
The NCAA states that this initiative aligns with international best practices and ICAO standards, and will streamline passenger clearance at Nigerian airports.
